REFERRAL PROCEDURE
Procedure amendments are incorporated within section 8d and 13a to accommodate for the economic situation which presently affects our livelihood. Should future adjustments to this procedure be necessary, the adjustments required shall be taken into consideration and acted upon in a timely manner. 1. Applications for referral shall register for employment by means of the “Out of Work List” located at the Hall. Initial application for sign-in shall be in person.
2. Members must re-sign the “Out of Work List” monthly, via FAX, mail, e-mail (resign@IBEWlocal300.org), or in person between 8:00 am and 4:00 pm on the first Monday of the next calendar month. If the first Monday falls on a legal holiday, the following Tuesday will be the designated “re-sign day” for the month. The following information is required for re-signing:
a. Name b. Card Number & Local Number c. Book (Group) Number d. Current Phone Number & Change of Address (if any) e. Signature & Date
If an applicant fails to reregister during the designated time, the applicant shall have their name removed from the list. The applicant’s name shall be reinstated at the bottom of the list, only when the applicant re-signs the register in person.
3. Job referral positions will be listed Monday through Friday on voice mail after 4:00 pm. Members shall access the job referral list by calling, 1-888-423-9300.
4. Members registered on the “Out of Work List” who express interest towards an available job(s) shall leave their name and phone number as to where they can be reached, in person, throughout the day. The member shall state on the recorder the job preference(s) for which they are applying for.
5. Members shall be dispatched from the hall or by means of a jobsite Steward. Upon dispatch, members shall complete all applicable paperwork required for employment, to include proof of good standing within the Local.
6. Jobs will be filled commencing with Book I, in the order that the jobs come into the Hall. Registered members who express interest for consideration shall be assigned in the order that they are on the “Out of Work List”.
7. Members on the “Out of Work List” who have expressed no interest in employment, or otherwise refuse an employment referral shall have their actions treated as a turndown. (If you do not leave your name on the recorder when there is a job listed, it is considered a turndown.)
8. Declining a referral shall not count as a turndown if the following circumstances are present:
- Referrals to any job that requires the member to work on the property of Vermont Yankee Nuclear Power.
- The member is physically unable to perform the duties that would be required on a job because of a verified medical condition.
- Rejection of the member by an employer.
- The location of the referred job is more than fifty (50) miles from the town in which the member lives.
9. Members who are working on behalf of the Local Union for the purpose of organizing (i.e. salting) may decline a referral and shall retain their position on the referral list for as long as they are performing such Union organizing work.
10. Members who are referred to a job, and through no fault of their own, receive less than forty (40) hours of work upon completion of the referral, shall be returned to the “Out of Work List” in their previous numeric position.
11. Members who accept a referral and thereafter refuse the job shall have their name removed from the list. Reinstatement to the “Out of Work List” shall be made in person at the Hall.
12. Members are allowed two (2) turndowns without penalty. A third turndown shall result in the removal of the member’s name from the list. Reinstatement to the list shall be made in person at the Hall. (If you do not leave your name on the recorder when there is a job listed, it is considered a turndown.)
13. Short-calls shall be filled by rotating through the Referral list. All members registered shall have the ability to accept a short-call. If a Short-call is not filled utilizing the Short-call list, the Short-call shall be classified as a job referral and shall be handled in such manner as stated above.
- A Short-call shall be defined as a referral to a job for duration not to exceed twenty-one (21) days from the day of said referral is to begin.
14. The Hall is responsible to fill calls in a timely manner as needed by employers. In case of urgent needs, referrals may be made outside normal hours using whatever means available to fill calls and place registrants.
By utilizing this referral procedure, it is the goal of the referral agent to administer a reasonable and customary referral practice. All efforts to make this procedure fair and equal amongst the membership shall be taken.
All procedural rules shall become affective as of 1 September 2008.
